Where to Fax Form SS-4: IRS Numbers and Overseas Filing
Find the IRS fax number that matches your SS-4 application, understand domestic and international routing, and keep the right submission records.
The correct SS-4 fax number depends on the applicant’s location criteria. The IRS lists 855-641-6935 for the domestic-location category. For applicants without the listed US location connections, it lists 855-215-1627 when faxing from within the US and 304-707-9471 when faxing from outside the US. Match the applicant to the correct route

The relevant applicant is the entity requesting the EIN. The owner’s nationality, LLC formation state or US mailing address alone does not settle all of the location conditions. If the facts are unclear, confirm the correct route before sending. Do not send to every number hoping that one will work.
For an international fax service, check its number-entry format, including whether it expects country code +1. If an online fax provider’s sending location is unclear, ask the provider and, where necessary, the IRS how to apply the routing instructions. A browser’s location is not proof of where the fax transmission originates.
Prepare the application before transmission
Use the official fillable SS-4 and review it against the line-by-line guide. Check the entity name, addresses, responsible party, line 7b entry, entity classification, reason for applying and prior-EIN question.
Have the appropriate authorized person sign and date the application. If using a third-party designee, complete the relevant information and valid authorization. Confirm that each page is readable after scanning and that the final file contains the version you reviewed.
The IRS asks applicants to provide a return fax number so it can fax the EIN back. Its EIN overview says the reply is a cover sheet with the EIN; the IRS no longer returns an SS-4 notated with the number. Use a number you can actually receive through, and confirm who will review incoming documents. Sending a fax from an app does not automatically give you a usable return fax inbox.
Keep verification documents separate from the fax package
A service may request formation documents or identity information to verify a customer’s details. That does not mean every file collected belongs in the IRS submission.
The general SS-4 instructions do not establish a blanket requirement to attach a passport and formation certificate for every foreign-owned LLC. Include documents required for your situation or specifically requested by the IRS. Review the exact package before authorizing transmission, rather than treating an upload folder as permission to forward everything in it.
Understand what a fax confirmation proves
There are several separate events:
- Your email or application accepts the sending request.
- The fax provider attempts transmission.
- The provider reports whether the destination received the fax.
- An IRS response is received and checked against the applicant.
An email acceptance message is not a fax delivery confirmation. A provider’s successful-transmission report is useful evidence of delivery, but it does not itself prove that the IRS assigned an EIN or accepted every entry on the form.
Save the signed application, destination number, sending date and time, page count, transmission report and eventual response. These records help you establish what happened if follow-up is needed.
How long does the IRS fax response take?
The SS-4 instructions describe EIN receipt by fax as generally within four business days. On October 8, 2026, the IRS processing-status page, updated October 2, instead listed SS-4 fax processing at 10 business days after receipt and paper processing within 30 days. The first figure is the usual estimate in the instructions; the status page describes current general processing. Neither tracks an individual application or guarantees a completion date. Common questions
Can I email Form SS-4 directly to the IRS?
The SS-4 instructions publish online, telephone, fax and mail procedures. They do not provide an ordinary email-submission route. Email-to-Fax describes a fax provider’s transport method, not an IRS email application channel.
Should I fax again if the result is unknown?
First check the provider’s transmission record. An unknown or partial result needs investigation; it is not confirmation that nothing reached the IRS. Distinguish a verified transmission failure from a delivered application still awaiting a response.
Can I fax and mail at the same time?
The IRS instructs applicants to use one method for each entity to avoid duplicate EINs. Keep one traceable application path. See already applied for an EIN.
